The requirements for investment and working capital of the companies, looking into development operations in Special Economic zones, are a very important aspect that has been addressed with the creation of the Great Lakes Eco-Securities Exchange.
GLESE shall be regulated by the Financial Markets Services Agency (FMSA).
The complete application of the tax free concept to the securities market operations within the zone accorded by the MOU with the Uganda Government, added to the planned presence of the international banking center, the strict regulations for stock exchanges in Sseesamirembe via the FMSA.
The Planned Financial Markets University and planned broadband telecommunication system provides a sound foundation to launch GLESE. GLESE has developed a comprehensive rule book, listing requirements, two tier market (Venture Capital Market and Main Market) and has laid the infrastructure to become the most competitive on-line stock exchange in the whole of Africa.
GLESE's special appeal lies in its design as a promoter of a high risk capital market or venture capital. Its main purpose is to serve as a direct link between investors and project promoters/entrepreneurs.

The GLESE's electronic/on-line and telematic media: this resource will enable the development of an international network that will facilitate direct contacts.
The GLESE Open Market of Investments and Projects: this annual fair, to be celebrated inside the zone, will promote and facilitate personal contact between investors and project promoters. Project promoters will have the opportunity to formally present their specific investment ideas to investors. During this fair, project promoters and investors will be able to take the necessary actions to begin the development of their projects. GLESE's constitution and manner of operating will respond to the fundamental objective of transforming the zone into a true and permanent international market of goods, services, and all types of legal transactions.
